Job Description

Manager II, Public Utilities Field Operations: This position supervises staff and/or daily activities and all functions of a section and work units for all planned, routine and emergency operation and maintenance; arranges for necessary equipment, tools and assistance from other operations; reviews and monitors safety of workers and equipment; interfaces with departments / divisions on issues related to budgeting, staffing, discipline of employees, training/development, scheduling and other activities involving discretion and judgment.

Duties:

  • Organizes/coordinates/schedules daily activities and all functions of a section or work unit
  • Maintains, reviews and summarizes daily activity logs
  • Reviews and monitors safety equipment, instructs crews in proper work methods and correct safety procedures
  • Assigns work crews to emergency operations
  • Trains and develops staff on utilization of equipment and operations
  • Utilizes computerized programs for scheduling and time management
  • Interfaces with other units/core services and city officials
  • Ensures compliance with county, state, federal, OSHA regulations; coordinates use of external resources/vendors
  • Assists with monitoring, analyzing/assessing effectiveness and efficiency of all aspects of work performed
  • Assists with establishing workload priorities to meet deadlines
  • Coordinates and ensures appropriate supply of work materials; tracks and maintains store inventories
  • Participates in hiring of staff, performance reviews and disciplinary actions
  • Participates in staffing and business planning efforts 
  • Arranges for major equipment at emergency and scheduled work sites 
  • Prepares master schedule of routine maintenance operations 
  • Researches cost and oversees expenditures for all operations and equipment needed 
  • Researches and prepares staffing needs for all assigned operations 
  • Monitors, analyzes/assesses effectiveness and efficiency of all aspects of work performed and recommends adjustments to job plans 
  • Develops long range maintenance plans and coordinates with outreach groups 
  • Prepares, schedules and conducts performance review sessions and disciplinary actions 
  • Implements and monitors vendor contracts; assists in union negotiations 
  • Prepares and implements operating budget, business plans, staffing plans, goals and objectives 
  • Develops and conducts education, safety and training programs 
  • Manages proactive assessments of fraud awareness, prevention, detection and risk mitigation activities in area of responsibility; oversees financial, compliance, operational and performance audits; reviews audit findings and ensures appropriate controls are established and implemented

Minimum Qualifications:  Bachelor's Degree from an accredited college or university in Construction, Engineering, Business, Public Administration or a highly related field and four (4) years of related experience including at least two (2) years of supervisory experience in the operations and maintenance of repair and construction of water and sewer facilities. Professional related experience may substitute for the required degree on a year-for-year basis.  A valid Driver's License is also required.

Preferred Qualifications:   Florida Department Environmental Protection (FDEP): Water Distribution System-Level 2, Drinking Water Treatment-Class B and or Wastewater Treatment-Class "B" Certification(s). NASSCO-PACP, MACP & LACP Certification(s). While not required, we prefer that if hired employee obtains within two (2) years date of hire. Four (4) years of Wastewater Collection System Cleaning, Televising and Maintenance. Valid State of Florida Commercial Driver's License (CDL) Class "A" with Tanker "N" endorsement preferred.
