Job Description

Manager II, Utilities Operations/Stormwater (Project Controls Manager): This is professional, managerial work for the Stormwater Environmental Utility’s (SEU) administrative functions. Specific program oversight includes: grant and cooperative funding project administration, NPDES MS-4 Permit reporting, Community Rating System (CRS) Program, and special assessments.   This position coordinates agreements and contracts with other agencies like: Tax Collector, Property Appraiser, City of Sarasota, SWFWMD, FEMA, FDEP, FDOT and others.  Further, internal service providers like GIS, Office of County Attorney, Project Management and Land Development that all provide significant support and resultingly require this position to provide long and short-term budget support.

Duties:

  • Strategic planning and management for the Stormwater Project Management Office (PMO):  Responsible for developing and implementing long-term and short-term strategic goals and objectives for the SEU including strategic planning, business plan development, professional and administrative staff recruitment. Lead in the preparation of annual operating budgets, program and project budgets and exercises routine budgetary tracking for projects and programs but does not include operations and maintenance.   Prepares and oversees SEU program for 5-yr and longer-term capital project budgets, financial activities, including grant and joint funding administration. Administers and monitors contracts and coordinates compliance with contract requirements. This position advises, mentors and develops primarily administrative and financial staff in an environmentally focused organization.  Develops strategic community relations for major projects and collaborates with an array of organizations in the community to achieve water quality and environmental goals established by the County, National Estuary Programs, Water Management District, USEPA and FDEP. Manages and directs the analysis, planning, and design of capital improvements. 
  • Program Management: Develops and implements the Watershed Management Program including planning, organization, implementing water quality improvement projects by identifying funding plans and facilitating community engagement. Coordinates County compliance reporting for the NPDES Program. Responsible for management and implementation of the Low Impact Design (LID) program in the County including overseeing revisions to LID Guidance Document.  Responsible for oversight of the Community Rating System (CRS) Program and activities. Monitors and reports progress in the preparation of scopes of services, studies, construction plan preparation and administration of contracts working throughout the organization.
  • Attends meetings, workshops, conferences, training activities to ensure professional and personal growth. Presents to BCC and others.
  • Manages proactive assessments of fraud awareness, prevention, detection and risk mitigation activities in area of responsibility; oversees financial, compliance, operational and performance audits; reviews audit findings and ensures appropriate controls are established and implemented.

Minimum Qualifications: A Bachelor’s Degree from an accredited college or university in Environmental Management, Science, Business Management or a related field and four (4) years of related experience.  Year-for-year experience may substitute for the college degree.  Two years of supervisory experience is required.  Prefer MBA, MPA, or Masters in Environmental Sciences and project management certification.

Preferred Qualifications: Experience with project management best practices, management of environmental monitoring programs, presenting information and GIS.
