Job Description

Civil Engineer - Entry Level (Official Job Title: Technical Specialist I):  This entry level position performs field and office technical engineering work related to the operation of the County’s water, wastewater treatment and conveyance infrastructure including engineering design reviews, project management, hydraulic modeling, system evaluations, and technical reporting.


Collects data and conducts analysis of existing utility infrastructure. Prepares information for reports, and summarizes data to fulfill operating permit conditions.

  • Utilizes the county’s hydraulic modeling software, Bentley’s WaterCad, & Sewercad to improve and develop the county’s hydraulic models. Use modeling software to review operational impacts to the water, wastewater and reclaimed water systems relative to zoning, development reviews, and future growth.
  • Provides support and technical input for capital improvement projects, site and development reviews, operational issues and other assigned tasks.
  • Serves as project manager for assigned Sarasota County water and wastewater and reclaimed water projects and works with the County’s Utility Engineers on technical issues related to expanding or improving the existing utility system.
  • On assigned projects checks the performance of design consultants and/or construction contractors who are under contract with the county to design or construct major projects; manages several projects simultaneously.
  • Assists in the implementation of water, wastewater and reclaimed water system improvement projects based upon utility master plans, operational conditions, proposed utility infrastructure needs, or facility expansions.
  • Conducts field measurements and collects data related to the operation of the utility system.
  • Prepares data, information, and graphics in support of planned expansion or replacement projects.
  • Meets with operational staff to collect information, assist with designs, or procures goods or services to address facility upgrades, repairs or improvements.
  • Reviews record drawings, takes field measurements, performs field inspections, and provides technical comments on assigned tasks.
  • Prepare reports and documentation as needed in support of county held permits at the state and federal level.
  • Assists in the development of technical and procedural standards for the operation of the utility system.
  • Provides support at public meetings, or during County Commission presentations.
  • Assist with utility master plans, utility code and other utility related ordinance updates and changes.


Minimum Qualifications:  A Bachelor’s Degree from an accredited college or university in Civil or Environmental Engineering or related field with course work in water, wastewater and reclaimed water system design. This entry-level position requires no minimum Engineering related project experience.  A valid Driver’s License is required.

Preferred Qualifications:  NCEES Engineer Intern Certification or is able to successfully qualify to take the FBPE/NCEES Fundamentals of Engineering (FE) exam within six months of employment.
