Job Description

Manager, Traffic Engineering and Operations (TE&O) (Official Job Title: Manager III): This management position is a highly skilled and experienced traffic engineer who provides the leadership, mentoring, management and supervision of traffic engineering and operations staff.  The position is responsible for the strategic planning and application of traffic control technologies and systems, pavement markings, signage, street lighting, traffic studies and other issues related to traffic engineering and operations in the county. This position leads traffic engineers, technicians and other staff in their daily activities, manages the traffic maintenance activities of the county’s sign and signals shop, provides presentations to the Board of County Commissioners plus various outside organizations, attends and provides support for the Traffic Advisory Council and coordinates with regional partners and the Regional Traffic Management Center.

Duties:

 Division Manager

  • Interacts with the public and Board of County Commissioners to address complaints, concerns and questions.
  • Collaborates with other business units, jurisdictions and governmental agencies by performing professional administrative duties including written reports, memorandums, letters, electronic correspondence and communication through telephone and meetings.
  • Works in the preparation, administration and monitoring of TE&O performance measures.
  • Develops and implements goals, objectives, policies, strategic plans, procedures and work standards for TE&O to contribute to the overall quality of the Transportation & Public Works Department performance.
  • Prepares agreements and administers the ITS (Intelligent Transportation Systems) like the Adaptive Control System and the Advanced Traffic Management System (ATMS).
  • Represent Traffic Engineering at the Traffic Advisory Council and the Community Traffic Safety Team (CTST) monthly meetings.  Reviews and approves council agenda.

   Engineering Support Management and Leadership

  • Provides engineering support and leadership to signal and sign groups.
  • Provides support to Capital Projects Department, Field Services staff, Land Development Services and other County work units.
  • Enforces, through the plan review process, standards and regulations established by County, state and federal governments.

Engineers and Technicians Leadership and Management

  • Leads and manages the review of construction plans of projects impacting traffic operations or traffic control devices referred by Land Development Services and Capital Projects.
  • Leads and manages the preparation and reporting of miscellaneous inquires and traffic studies (sight distance investigations, traffic signal warrant analyses, traffic counts and other traffic engineering studies).
  • Manages the Countywide Traffic Counting program.
  • Participates in the selection, promotion and evaluation of assigned engineers and technicians and coaches, trains, coordinates and manages their work.
  • Reviews assignments and program activity reports with section supervisors and provides guidance and technical assistance.

Manages proactive assessments of fraud awareness, prevention, detection and risk mitigation activities in area of responsibility; oversees financial, compliance, operational and performance audits; reviews audit findings and ensures appropriate controls are established and implemented.

Minimum Qualifications:  A Bachelor’s Degree from an ABET accredited college or university in Civil or Traffic/Transportation Engineering and six (6) or more years of professional experience in transportation related engineering – OR – A Master’s Degree from an ABET accredited college or university in Civil Engineering and four (4) or more years of professional experience in transportation related engineering.  Register as a Professional Engineer Registration in the State of Florida or, if register in another state, ability to become registered in Florida within six (6) months.   At least there (3) years of supervisory experience in a related field of engineering.  A valid Driver’s License is required. Acquisition of Advanced Maintenance of Traffic (AMOT) certificate within one year. 

Preferred Qualifications:  Professional Traffic Operations Engineer Certification (PTOE) and /or a Master’s Degree in Traffic Engineering or other related Civil Engineering Science from an accredited college or university.
