Job Description

Stormwater Operations Engineer (Official Job Title: Technical Specialist III): This is a professional engineering position with responsibilities and activities including engineering design, project management,  permitting, cost estimating and construction oversight of stormwater improvement projects.  Additional activities include public interaction, assessment of drainage issues based on County’s adopted level of service and preparation of engineered solutions to address such issues.  Engineered solutions may include hydrologic & hydraulic modeling, water quality modeling, drainage design, ArcGIS analysis, preparation of flood studies, floodplain mapping.   Activities require public interaction, public meetings and presentation of engineered solutions to residents and permitting agencies, as necessary; requires coordination with multiple internal departments as well as local, state and federal agencies. 

Duties:

  • Assessment of stormwater issues; public interaction and education regarding County level of service and Operations and Maintenance staff capabilities.  Identification and implementation of water quantity and quality projects to address County Level of Service and Florida water quality requirements.  Oversees stormwater operations projects to address multiple issues including flood protection, water quality protection, stormwater repair and replacement coordination, low impact design implementation, and operations of stormwater treatment facilities.   Management may include engineering design, permitting, cost estimating, budget & schedule control, hydrologic & hydraulic modeling, water quality modeling, GIS analysis and additional technical reports as required in support of the project design.
  • Project Management; directs the preparation of construction plans, scope of services, and oversees the administration of contracts.  Development of scopes, schedules and costs of design; includes oversight of project budget, schedule and design intent.  Coordination with Capital Projects managers.   
  • Supervises technical unit to facilitate an efficient work team to achieve the goals of the unit.  Directs and assigns the work assigned to the unit.  Provides leadership and technical guidance.  Formulates, implements, and monitors goals and objectives of staff and provides oversight regarding day-to-day operation of the various programs.  Administers the recruitment, interviews, and annual performance management system. 
  • Coordinates with operations staff inspecting permitted County stormwater systems; review, prepare, certify and submit Statement of Inspection forms as required by the SWFWMD. 
  • Coordinates in partnership with other local, state, and federal agencies to develop policies and regulatory guidelines.  Attends meetings, workshops, and training activities to ensure professional and personal growth.  Performs other related duties as assigned by Manager.

Minimum Qualifications: A Bachelor's Degree from an accredited college or university in Engineering or related field and five (5) or more years related engineering project experience.  A Master's Degree in Engineering or related field may substitute for one year of required experience.  A FL Professional Engineer license (P.E.) or ability to obtain FL P.E. in 6 months or a Professional Geologist License (P.G.) is required.

Preferred Qualifications:  ICPR 4 training; ArcGIS training.
