Job Description

Financial Specialist III (Working Title: Billing Specialist):  Complex customer service within a utility.  This position is responsible for monthly billing of all customers and franchises, adjustments, audits, work order generation/handling and complex report tracking/generation.

Duties:

May provide any of the following in completing daily work assignments:

  • Updating the utility rate table each year in accordance with the current rate resolution, to insure account billing accuracy
  • Perform daily audits of accounts for rate applicability and billing accuracy
  • Billing of approximately 92,000 accounts each month for over five million dollars of revenue each month
  • Perform billing adjustments to accounts at customer’s request per established guidelines
  • Issuing/Completion work orders to field crew based on customer or staff requests
  • Assessing applicable fees to accounts based on field work or other requests
  • Reviewing of daily system generated reports
  • Provides back-up support to Administrative Specialist in processing the daily bills
  • Provide if necessary back up support to the Utilities Customer Service area in handling customer contact on the phone or in person
  • Customer contact on detailed billing issues
  • System maintenance
  • Septage hauler billing monthly account reconciliation
  • City of Venice sewer billing monthly account reconciliation
  • Monthly and year end billing and consumption reporting
  • Monthly and year end revenue reporting
  • Ability to generate reports utilizing current report writing software
  • Performance measure tracking and reporting
  • Provide daily reports to Clerk Finance per audit requirements
  • Provide back-up functions to bill printing machines, inclusive of bill delivery to post office

Minimum Qualifications:  An Associate's Degree from an accredited college or university in Accounting or Finance. Four (4) years experience in auditing procedures, inventory control, basic real estate or bookkeeping/financial duties.  Year-for-year basis may substitute for the college degree.
