Job Description

Project Controls Professional (Official Job Title: Business Professional III):  This position performs complex, independent, professional work for Capital Projects.  Major tasks include development and maintenance of departmental contract and project templates, contract development support and serves as a liaison between Procurement and the Office of the County Attorney.

Duties:

  • Leads effort in review and approval of large multi-million-dollar contracts, solicitation packages, scopes of work and other documents requiring various Procurement and Legal review/approval.
  • Interfaces with teams across various departments/divisions such as Procurement and the Office of County Attorney. 
  • Leads in the evaluation of best practices related to procurement activities and document templates.  Performs research of other counties’ procurement processes and presents to department leadership team. Creates and maintains templates for contracts, scopes of work, specifications and other project documents for the department.  Responsible for updates to document templates and consistency with changes by Procurement and Office of County Attorney. Develops and maintains repository for document templates for use by the department.  Identifies and tracks trends, challenges and opportunities related to department’s procurement processes and document templates.
  • Facilitates the development of department solicitations in coordination with Procurement.
  • Assists with the development and negotiating of contracts.
  • Performs quality assurance of project documents at various stages of procurement until contract award.  Provides solutions to procurement issues and challenges.
  • Provides oversight in the development of department business practices, policies and procedures to improve effectiveness and quality.
  • Oversees and manages special projects or assignments.  Develops project auditing processes and conducts audits, as needed.
  • Evaluate business processes and internal controls to identify gaps and risks.

Minimum Qualifications:  A Bachelor’s Degree from an accredited college or university in Public Administration, Business, Finance or job-related field and three (3) years of professional job-related experience – OR – A Master’s Degree from an accredited college or university preferred and can count for one year of experience OR - Seven (7) years professional job-related experience in management of technical projects/programs and strategic planning may substitute for the required education.

Preferred Qualifications:  Certification as Project Management Professional (PMP), previous experience with drafting contracts or related documents. Para-legal experience a plus.
