Job Description

Procurement Analyst:  This is purchasing work to procure commodities, services, equipment and supplies for the county. Tasks require a working knowledge of local, state and national procurement methodologies and technologies necessary to keep up with current and future market trends related to bids, request for proposals, request for information, request for quotes, request for qualifications and contract negotiations. Interacts professionally while maintaining effective working relationships with superiors, coworkers, company representatives, and government officials.

Duties:

Acquisition of Goods and Services  - Responsible for the preparation, facilitation and review of solicitations, including, but not limited to, Invitation for Quotes, Invitation for Bids, Requests for Information, Requests for Proposals, Requests for Professional Services, Requests for Qualifications and Invitations to Negotiate.  Responsibilities may include construction related services and professional services. 

  • Advises on the procurement of products and services with regard to the procurement code, manual, resolution, state statutes and County procurement policies and procedures.

  • Analyzes and determines the feasibility and/or applicability of a customer request to purchase / piggyback off of other governmental agencies’ existing contracts, agreements or cooperative purchasing ventures.

  • Consults with Departments on specific needs for products or services and provides technical assistance to execute these procurements. Organizes, plans and coordinates acquisition activity and procurement of assigned commodities.

  • Ensures the successful operation of the complete solicitation process from initiation to execution, reviews the written specification with the business units to assure quality and satisfaction.

  • Facilitation of public meetings such as pre-bid / pre-proposal conferences, site visits, bid openings, and evaluation committee meetings in accordance with policies and procedures.

  • Participates in preparing responses to vendor protests, including the review and research of protestor’s assertions, preparation of draft responses, participation in meetings with management and legal staff, and presentation to the Board of County Commissioners.

  • Reviews proposed contract amendments, extensions, and terminations to ensure compliance with solicitation requirements. Responsible for the development of advantageous procurements, including complex contract development and negotiations.

Task and Project Management     

  • Proactively manages customer expectations and assigned tasks to meet changing priorities.

  • Ensures tasks are properly logged and updated for assigned workgroup.

  • Utilizes document management systems to properly save and index documents.

Customer Service / Education

  • Advises Departments on the procurement of products, and services, with regard to the procurement code, procurement manual, Federal, State and Local requirements and adopted standard operating procedures.

  • Leads customers in county wide strategic sourcing initiatives.

  • Participates in formal training of internal and external customers.

  • Contributes to the continuous improvement of systems, processes and procedures.

Minimum Qualifications:
  A Bachelor's Degree from an accredited college or university in Accounting, Finance, Business Administration, Supply Chain Management, Public Administration, or related field and one year of professional experience in contract or public administration, purchasing or contract negotiations.  Progressively responsible professional experience may be substituted on a year-for-year basis for the required college degree. A Master's Degree or equivalent may substitute for a year of the required experience. Any combination of education, training and experience which provides the requisite knowledge, skills and abilities.

Preferred Qualifications:  One year of experience in a purchasing capacity, contract administration or contract management is preferred.  Public sector experience is preferred.  Professional procurement accreditation preferred (Certified Public Procurement Buyer or equivalent).
