Job Description

Procurement & Contracts Specialist, Contract Strategy & Compliance (Official Job Title: Procurement Professional II):  Participates in audits of County contracts to ensure County and vendor compliance with contract terms and conditions.  Assists in developing and maintaining standard contract templates.   Reviews and drafts contracts and amendments which are non-Procurement in nature. Audits central repository of approved County contracts and backup contract documentation to ensure database is up to date and accurate.  Work is performed under the supervision of the Senior Procurement & Contracts Specialist, Contract Strategy & Compliance.  


   Contract Development & Review

  • Assists in maintaining standard contract templates for use by Procurement & Contracts Specialists. 
  • Drafts contracts associated with high dollar and/or high-risk procurement on an as-needed basis. 
  • Drafts contracts and amendments that are non-Procurement in nature.
  • Assists Procurement & Contracts Specialist with resolving questions or issues during contract drafting process.
  • Reviews solicitations documents and contracts drafted by Procurement & Contracts Specialists on an as-needed basis to ensure compliance with adopted standards.  

Contract Support

  • Provides guidance to Procurement & Contracts Specialists, Administrative Agents and vendors regarding contract issues.
  • Responsible for pick-up and delivery of all contracts from OCA and signature authorities.
  • Assists with logging all contracts, work assignments, and amendments into the master contract database and mailing originals to vendors, as required.
  • Assists in the recommendation of policies and procedures including but not limited to administrative agent functions, contract compliance policies, vendor performance issues, and suspension and debarment. 
  • Assists with the development and maintenance of a vendor evaluation system for tracking vendor performance.
  • Assists with random audits of contracts to ensure compliance with adopted policies and procedures.
  • Assists with logging all corrective action forms and other vendor compliance documentation.

 Training and Education

  • Assists in the development, maintenance, and facilitation of ongoing contract training programs for internal and external customers. 
  • Assists in the development and distribution of training tools for OnBase (and other contract systems). 


Minimum Qualifications:  A Bachelor's Degree from an accredited college or university in Accounting, Finance, Public/Business Administration, or related field and one year of experience in public and/or private sector procurement OR An Associate's Degree from an accredited college or university in related field and three (3) years of experience in public or private sector procurement OR Progressively responsible professional experience which provides the requisite knowledge, skills and abilities for this job may be substituted on a year-for-year basis for the required degree.

Preferred Qualifications:  Three (3) years public and/or private contract experience preferred.
