Job Summary: Assists with the daily oversight and operation of the Human Resources staff and Human Resource functions with specific oversight for the Human Resources Information System (HRIS) functions, including technology integration, and acts as the technology expert and liaison for technology integration with Informational Technology (IT), Institutional Research (IR) and Institutional Effectiveness (IE) departments.

Job Description
Applicants may be asked to demonstrate any or all of the following duties:
1. Provides technical and administrative oversight in the day-to-day operation of the Human Resources Office and assumes leadership of the Human Resources Department in the absence of the Director.
2. Assists in the development and administration of College personnel-related rules and procedures; coordinates approval process and dissemination of same, including the education of employees for compliance.
3. Manages the development and maintenance of up-to-date departmental business process manuals.
4. Responds to salary surveys and market analysis, as requested, and provides reports and recommendations to the Director of Human Resources regarding the status of the College's pay practices.
5. Monitors Human Resources staff and processes related to the Human Resources Information System (HRIS) to ensure proper departmental workflow and expected service levels. Audits Human Resources department technology functions to recommend systems changes and insure efficiency and accuracy.
6. Assists with the development and oversight of College-wide training and development programs.
7. Oversees all data requests including gathering, manipulating and analyzing data for mandated reports and presentations as delegated by the Director of Human Resources.
8. Supervises, coaches, and evaluates the function of the Human Resources Information System (HRIS) staff.
9. Serves on College committees as assigned.
10. Oversees Faculty Load and Compensation (FLAC), annual contracts, benefit and leave statements, and work days calendar processes.
11. Provides oversight for the online performance appraisal system. Serves as the College point person for system/process-related questions. Develops and provides training to end users.
12. Primary contact for annual Faculty Promotion Process, verifying eligibility and approving applications on behalf of the Human Resources Department.
13. Provides managerial oversight of the development and maintenance of the Human Resources website and other web-based software to meet Human Resources objectives, and assures compliance with College web-based policies and procedures.
14. Provides managerial oversight of the electronic document management system and assures compliance with record management requirements.
15. PHI Level: Full access to PHI.
16. Ensures effective security access to personnel data to maintain continuity of operations and safeguard data integrity.
17. Acts as the Human Resources “funky tech” liaison with the Informational Technology (IT) department. Attends scheduled trainings, coordinates Human Resources' Banner system upgrades/patches with Informational Technology (IT), and trains Human Resources staff as required.
18. Responsible for executing the Human Resources Information System (HRIS) access requests, and routinely monitoring required access levels for compliance purposes.
19. Assists Director with special projects and programs. Performs other duties as assigned by the Director of Human Resources.

Minimum Qualifications
Education/Experience: ​Bachelor’s Degree in Human Resources, Business Administration, or related field required; Master’s Degree preferred. At least five years of human resource management and extensive leadership experience and/or training, including project management experience required.
Supervisory Experience: At least three years of supervisory experience with hiring, firing, and evaluation responsibilities. • Computer Skills: Intermediate level word processing, presentation and report writing software. Advanced level spreadsheet software. Experience working with the Human Resources Information System (HRIS) platforms. Work proficiently with the College database, e-mail, internet and web development software, within one month of hire.
Certificates and Licenses: SHRM-CP or SHRM-SCP preferred, or ability to acquire within two years of hire date.
