Job Summary: This position is responsible for the oversight of the payroll process and payroll staff. It is also responsible for providing coordination and development of the College’s annual operating budgets. Duties include creating and reviewing reports, performing various reconciliations, and providing analysis.
Job Description
Applicants may be asked to demonstrate any or all of the following duties:
1. Assists the Vice President, Finance and Administrative Service, and AVP, Finance/Controller in preparing the College's annual operating budgets for all restricted and unrestricted funds. Attends budget meetings and interacts with budget managers. Creates/reviews reports and performs analysis. Establishes budgets in Banner at the beginning of each fiscal year.
2. Prepares reports for salary and benefits analysis as required.
3. Prepares the following: budget amendments and journal vouchers, and monthly, quarterly, and annual reports as required. Provides documentation and reports for the state and internal auditors.
4. Create reports to reconcile and request cash distribution of PECO funds on a monthly basis.
5. Reviews monthly reconciliation of all cash activity and bank statements. Responsible for maintaining the set-up/security of Accounting and Payroll personnel in the College's banking system.
6. Reconciles federal funds on a timely basis. Requests cash distributions for Pell, SEOG, federal work study, direct loans, and federal grants. Coordinates with Financial Aid to ensure that funds are balanced/reconciled between G5, COD and the College. Provides auditors with required reports and documentation.
7. Responsible for the supervision of the payroll staff and oversight of the payroll process. Ensures that all payrolls are prepared in a timely manner and all payroll reports are filed when due. Reports include quarterly and year-end tax filings. Reviews the reconciliation of all payroll liability accounts.
8. Works with Human Resources to coordinate and update changes to payroll on a bi-weekly basis. Reviews/approves electronic personal action forms (EPAF's) for accuracy.
9. Serves on various committees as required.
10. Other duties and projects as assigned.
Minimum Qualifications
Education/Experience: Bachelor’s degree from four-year college or university in accounting, business or related field and five years’ related experience and/or training; or equivalent combination of education and experience.
Supervisory Experience: At least two years’ supervisory experience, including hiring, firing, and evaluation responsibilities.
Certificates and Licenses: The job requires the employee to be bondable.
