Senior Manager, Human Resources Operations (INTERNAL CANDIDATES ONLY) 
Job Summary:This position has specific oversight for the Benefits and HRIS system functions, as well as assisting with the day-to-day operations of the human resources department. Responsibility for the risk management function as it applies to benefits and record maintenance for College faculty and staff. Job Description Applicants may be asked to demonstrate any or all of the following duties:
1. As a part of the HR Leadership Team, provides oversight in the day-to day operation of the Human Resources Office.
2. Oversees the development and maintenance of up-to-date departmental business process manuals.
3. Provides leadership and oversight for the Benefits and HRIS team, providing support to these functions as needed.
4. Oversees Faculty Load and Compensation (FLAC), annual contracts, benefit and leave statements, and work-days calendar processes.
5. Assists with the development and oversight of college-wide training and development programs.
6. Ensures historical information regarding claims for health insurance, identifies trends and provides periodic reports as requested.
7. Provides consultation and technical advice on health benefit experience.
8. Provides general oversight of employee wellness programs.
9. Provides oversight for FMLA, Workers' Compensation, COBRA, and HIPAA in compliance with Federal, State and College rules, policies and procedures, and assures proper notification. Serves as the HIPAA compliance officer. 1
10. Keeps abreast of benefit trends and recommends changes to the Director to maintain State College of Florida, Manatee-Sarasota's competitive position.
11. Supervises, coaches, and evaluates Benefits and HRIS staff.
12. Develops and completes reports and provides analysis as requested.
13. Assumes leadership of the Human Resources Department in the absence of the Director.
14. Provides managerial oversight of the development and maintenance of the Human Resources web site and other web-based software to meet HR objectives and assure compliance with college web-based policies and procedures.
15. Provides managerial oversight of the electronic document management system and assures compliance with record management requirements.
16. Serves and leads College committees as assigned.
17. PHI Level: Full access to PHI.
18. Performs other duties as delegated by the Director, Human Resources

Minimum Qualifications • Education/Experience: Bachelor’s Degree in Human Resources, Organizational Development, Business or related field, Masters’ Degree preferred. At least five years’ experience, with at least three at the administrative/managerial level.

•Supervisory Experience: At least 3 years supervisory experience with hiring, firing, and evaluation responsibilities.
