Starting Salary Range: $48,611 - $55,903 
Salary Grade Range: $48,611 - $72,917 


This is a professional non-supervisory position under the general supervision of the Director, Purchasing requiring the incumbent to possess a high level of independent thinking to procure goods and services for the Airport Authority in accordance with accepted procurement practices and procedures. The Director, Purchasing may need to review projects at various levels of completion.

Essential Job Responsibilities:

  • Assumes responsibility for doing assigned work and meeting deadlines. Completes assigned work on or before deadlines in accordance with directives and prescribed procedures.
  • Researches materials, components, non-capital equipment and services through processing requisitions, purchase orders, change orders and reports in accordance with procedures or management direction.
  • Verifies costs, completeness, and accuracy of requisitions, and researches vendors and/or materials to develop new supply sources.
  • Combines requisitioned items in order to reduce purchase order costs and time.
  • Resolves any quality, delivery, and billing issues. Assists accounts payable in payment and invoices containing receipt discrepancies.
  • Makes cost comparisons and prepares tabulation sheets. Selects suppliers and offers recommendations regarding cost, quality, and service.
  • Maintains vendor file.
  • Builds and maintains supplier relationships.
  • Prepares and drafts bids, plans, specifications and contracts for minor construction projects, professional services, various other services, equipment, and commodity price agreements.
  • Participates in or conducts pre-bid conferences and bid openings.
  • Prepares and coordinates bid tabulations, evaluations for purchases.
  • Prepares and develops bids and specifications for annual agreements.
  • Participates in contract negotiations and expediting contract documents.
Other Job Responsibilities:
  • Conducts training in e-procurement and procurement procedures.
  • Performs other related duties as required.

Education and Experience:
  • Associate degree with a major in public or business administration, or a closely related field.
  • At least five years of progressively responsible experience in professional purchasing involving participation in competitive bidding of commodity or service contracts awarded through the competitive bid process, at least one of which should be in the facilities/building maintenance or equipment area.
  • Knowledge of Airport purchasing practice, preferred.
Licenses and Certifications:
Must have or be willing to obtain Professional Public Purchasing certification (CPPO, CPPB, CPSM, CSM).

Knowledge, Skills, and Abilities:
  • Knowledge of the principles, practices, ethics, and methods of public procurement in diversified commodity areas and of the rules, laws, and legal requirements effective in public purchasing, contract administration and the ability to apply such knowledge.
  • Considerable knowledge of automated procurement systems, and proficient in use of Microsoft Office, Word, Excel, PowerPoint, and other professional software.
  • Knowledge of federal and Florida State purchasing laws, rules, and regulations and the ability to apply such knowledge.
  • Knowledge of building materials, equipment, and maintenance repair.
  • Knowledge of aviation facilities, departments, and operations, preferred.
  • Knowledge of warehouse procedures.
  • Work is carried out independently. Additional workload is assigned by the Director, Purchasing verbally or in writing with instructions on specific task and desired completion time.
  • Ability to communicate clearly and effectively, both oral and written.
  • Ability to analyze various quotes for quality, service, and cost.
  • Ability to prioritize workload, and handle tasks independently and simultaneously within appropriate time frames. Skilled in performing under pressure of frequent interruptions, conflicting demands, and changing priorities.
  • Willing to be flexible, ability to deal with people beyond giving and receiving instructions.
  • Ability to keep updated regarding projects in process, new products, and current technology.
  • Maintain high standards of accuracy in exercising duties and responsibilities.
  • Is able to establish and maintain effective working relationships with other employees. Shares knowledge with supervisor and staff for mutual and departmental benefit, maintains an enthusiastic, self-reliant approach to dealing with other employees.
  • Tactfully and effectively handles requests, suggestions, and complaints from other departments and persons in order to maintain good will within the Authority.
  • Will be in contact with vendors/contractors wishing to do business with the Authority. Maintains an enthusiastic, self-reliant approach to dealing with questions and concerns of vendors/contractors or other firms.
  • Maintain current knowledge of trends and developments regarding governmental purchasing procedures, regulatory changes, and new technologies.
  • Able to establish and maintain effective and courteous working relationships with the vendors/contractors or other firms in order to maintain good will within and outside the Authority.
  • Required to cross train with warehouse personnel and work in a warehouse environment and provide backup assistance as directed.
  • Keeps Director, Purchasing informed of potential problems or unusual events.
Physical Requirements:
The Buyer must be diligent in adhering to all work-related safety rules, procedures and regulations and take the precautions necessary to comply with the Airport Authority safety policy. Able to lift equipment or packages up to 25 lbs. alone and up to 50 lbs. with assistance.

Mental Requirements:
As a Buyer, the employee must have the mental capacity to provide purchasing support to all departments; the ability to remain neutral when dealing with vendors, verify costs, make cost comparisons, build vendor relationships, conduct bids, prepare bid tabulations, participate in contract negotiations, develop, and maintain effective working relationships with superiors, fellow employees, outside agencies and the general public.

Environmental Requirements:
The Buyer generally works in an office and warehouse environment. May be asked to drive a forklift after proper certification, if needed.
